He is an experienced Career Executive Service Officer and Philippine Quality Awards assessor with a wealth of expertise. He focuses on competency standards development, assessment, curriculum development, training delivery, and other related areas.

With his involvement in various international projects, such as the UNESCO/UNEVOC Bridging Innovation and Learning in TVET Project, he has demonstrated his commitment to strengthening the dialogue on innovation in technical and vocational education and training (TVET). This indicates his deep-seated passion for exploring new ways to improve the learning outcomes of students and educators alike.

Apart from his extensive experience in TVET, he is also an expert in many other areas, including developmental and corrective reading. His passion for writing further enhances his knowledge in these fields. He also comes from a diverse educational background, studying English, mathematics, educational administration, and program management.
